our relay team swam a qualifying time on march 1st with a swimmer that is no longer with us, are we allowed to make a composite time with a new swim team member and us our qualifying time with the new swimmer

If the qualifying time was achieved after September 1, then the team owns the time and another swimmer may be used. I am a bit confused when you say "a new swimmer." Hopefully, you mean a new member to your relay team not a new member to your team.
