Can a level 1 YMCA official be a starter? If no, are there special circumstances to this? |

To be a Starter, an official must be certified as a level II official. To perform the duties of a Starter at any officially sanctioned YMCA meet an official must hold the Level II certification.

The rule applies in the same manner, no matter what the meet. Generally, Level I officials are our newer officials and do not have the requisite exerience to act as a Starter or Referee. If the host team does not have any Level II officials for a dual meet and the visiting team does, then the visiting team's Level II officials should be used in the roles of Starter and Referee.
